Make it public to the system (via eventadmin) if a new servlet it registered

In Karaf we currently have web:list command showing the context at which a war
is registered. Though if you use for example CXF or PAX-Wicket via the HTTP
service we have currently no way to find out where those servlets are
registered. If there is an event for each servlet registered we may be able to
show all registered services and their context
