It will contain all needed JARs to build an application. Alternatively, setup a Maven project and add the Lucene dependencies (core, analyzers, queryparser,...). - If you want to hack Apache Lucene itself (changing implementation, submitting patches to the developers), check out SVN and start with running "ant" to build.
