i agree with almost everything you listed, except:

this isn't quite true for cosmo and scooby. we have a single
repository ("server") containing modules for cosmo, scooby, snarf,
caldav4j (bobby's java caldav client library), jackrabbit, ical4j, and
other miscellaneous libraries.

it would feel unnatural, i think, to reorganize with separate repos
for scooby and cosmo. where would these other modules live? some are
relevant only to cosmo, some only to scooby, some to both.
