This looks identical to a co-optation system as used in various
scientific and literary groups and communities. Why not call it
that way then? IOW, what the downside of skipping the public voting
entirely since it's a formality?
There isn't necessarily a downside, except that it lets people know
that someone is being considered for commit access and offers a
window into the positive reasons for granting it.
