* Change of UI interrupting old usage habits
* Can't downgrade to 2.x

If we proceed with an update, we'll need to pick a time slot which has
minimal impact.

If we don't proceed, we'll still update to Bugzilla 3.x at some point, but it is possible to defer the update past Preview.

Overall, my personal impression is that we should update bugzilla as
soon as we're ready.  Based on testing, the risk seems low, and the UI
changes are quick to pick up.
