Resolution: Fixed
rev 772812 remove ibm copyright from source files, remove license.txt file that
included the copyright statement, and (by adding the portals pom as parent) use
maven-remote-resources plugin to generate LICENSE and NOTICE files. Add an
appended-resources NOTICE.vm that incldues ibm copyright statement.
rev 772813 add required LICENSE and NOTICE files at root of svn source tree.
