We've fixed several issues with the current portals-pom-1.1 which need to be
released as portals-pom-1.2 so other portals projects can use them:
- remove organization tag which is inherited by default and contained an
incorrect name ("Apache Software Foundation" vs "The Apache Software
Foundation")
- adding base assembly-plugin configuration to be used by root project to
assemble their project (src) distribution while using the "apache-release"
profile
- configuring ianal-plugin to be run always
- moving rat-plugin to its own profile (rat)
- removing "prepare-release" profile (now covered otherwise with the changes
above)
