I got the info from both Dug Davis and Sam Ruby - thanks guys!
The summary is:
- log into xml.apache.org (or www.apache.org .. same machine)
- create public_html dir
- put stuff
My mistake was assuming that locus.apache.org was xml.apache.org.
Apparently locus is a very old name ..
