After fighting a lot with my Ubuntu installation, I finally managed to build Commons correctly. I thought I'd call it 1.3 from the beginning as it's no big deal IMO if we have to do a bugfix release after the FOP RC. Not many people will test this release separately anyway. I realized we didn't talk about that but I didn't want to put this off any longer.
