After fighting a lot with my Ubuntu installation, I finally managed to
build Commons correctly. I thought I'd call it 1.3 from the beginning as
it's no big deal IMO if we have to do a bugfix release after the FOP RC.
Not many people will test this release separately anyway. I realized we
didn't talk about that but I didn't want to put this off any longer.

The release files is built from:

BTW, I plan to build the FOP 0.95 RC tomorrow even though this vote will
still be running. If there's a -1, that will also halt the FOP RC
release if it has started by then (because of the dependency). Please
let me know if you think this is a bad idea. And please still review the
release carefully even though this might seem like rushing it. The PMC
members need to make informed votes.
