I have created a PDF/A-1b using Apache FOP and according to an free online xmp validator (http://www.pdflib.com/knowledge-base/xmp-metadata/free-xmp-validator/), the dc:title should be of type rdf:Alt. The XMP specification I attached in the previous post confirms the error message of the xmp validator on page 27. An example of a correct dc:title representation can be found on page 23.
