You might want to try another time-server located in your timezone.
For example, my ISP does not offer a timeserver (or at least I do not know
about it), so I made a search on on the web for "public timeserver" or "NTP"
(so the protocol is named, AFAIR). This should give you an address located
in your TZ, which you can use from now on.
