Without knowing all the details about Genode's framework this is definitely possible. It basically comes down to 1. Which platform you want to target and 2. how much engineering effort you are willing to spend. If it is x86 and the video connector is handled by VESA it is easy. It gets more complicated for displays connected via LVDS (usually all laptop screens) as you will need drivers for the southbridge and I2C.
