Looking at the path "../lib//jkweb.a", it seems that your $MACHTYPE
is empty.  It should say "../lib/i686-redhat-linux-gnu/jkweb.a"

Be sure to export your $MACHTYPE or whatever
is needed by your shell.

Then try compiling again

cd kent/src/lib
make

and then make the rest of blat.
