Good Afternoon Duke:

During the 'make libs' step the build will fail and stop in src/hg/lib/
Ignore that error, the libs you need are already done.  Go to
the src/utils/big* utility directories and run a make there.
Most of the utilities will build from there.  I find the following
appear to build without SQL:

bedClip           bigWigInfo        faRandomize      htmlCheck      twoBitToFa
bedGraphToBigWig  bigWigSummary     faSize           nibFrag        wigToBigWig
bedToBigBed       bigWigToBedGraph  faSomeRecords    pslCDnaFilter
bigBedInfo        faCount           faToNib          stringify
bigBedSummary     faFrag            faToTwoBit       textHistogram
bigBedToBed       faOneRecord       fetchChromSizes  twoBitInfo
