Please change the order of your browser lines to get the "hide all"
as the first one:

browser hide all
browser position chr2:222141245-222149245
browser full refGene
browser dense snp128
browser pack multiz28way
browser dense ruler

With it like this, it will function as you expect.
It is a mystery though why it behaves differently
when pasted in the form vs. fetched from a URL.
We will need to take a look at that.
