Hi Hiram,
I try to do below 2 cases but still appear same error:
(1) To make /usr/local/apache/cgi-bin/encode/cv.ra
(2) Edit src/hg/lib/hui.c to replace /usr/local/apache with
/var/www/usr/local/apache
Then in path src/hg/lib to do
make clean
make
(3) symlink
Please give advice.

Unfortunately this is a hard-coded path name in the code.
To work-around this business until we can fix the code,
create a symlink /usr/local/apache -> /var/www/usr/local/apache
Or, fixup the code in src/hg/lib/hui.c for the variable:
