Hi Päivi,

I think that the function that you might be searching for is in the "Operate
on genomic intervals" menu in galaxy, called "find closest feature". Upload
your non-coding track and also the gene models of interest via the "send to
galaxy" function from the table browser, then run the function.

For more details, the Galaxy helpdesk can better guide you, as Mary
suggested.
