Hello Joseph,

The track RNA Genes does not exist for the mouse genome (Mouse July 2007 
(NCBI37/mm9)).

The methods used to create the track are outlined in the Human track's 
description page, if you wanted to try to do this yourself. Contacting 
the track author, Sean Eddy at Washington University, is another option. 
He may be able offer help/guidance.

If/when you do create your own version of the track, you can load it 
into UCSC as a custom track. If you need help then, please let us know.
