Hello Qianqian,
   You are correct: the data does have an off-by-one error. It is likely 
the error was present in the data we received and the error went 
unnoticed since the track was created.
   You can find this data (without the error) in the DGV Structural Var 
track (table name: dgv), which also contains more recent data from other 
sources.
