Hi Anna, The file exists on the Downloads server at this location:
http://hgdownload.cse.ucsc.edu/goldenPath/hg16/liftOver/ file name = hg16ToHg19.over.chain.gz The README file explains how to ftp to the server. I hope this information is helpful.
