The PicTar tracks are on the browser versions:
Human - hg17 - May 2004
Mouse - mm7 - August 2005
Drosophila melanogaster - dm2 - April 2004
C. elegans - ce2 - March 2004

You can use the table browser on those versions to download
the data, or via the downloads server:
http://hgdownload.cse.ucsc.edu/downloads.html
ftp://hgdownload.cse.ucsc.edu/goldenPath
