Thank you for the compliments on the Genome Browser.

I tried uploading our example bedGraph custom track (from the bottom of 
this page: http://genome.ucsc.edu/goldenPath/help/bedgraph.html), and I 
am able to adjust the vertical viewing range without problems.

If you upload the sample track, do the settings work correctly for you? 
  If the problem is just limited to a specific custom track, please send 
me your track definition line (you can send it just to me instead of the 
whole list if you like), and we will try to reproduce the problem here.
