Our apologies, but the SNP track you are referencing is available only 
through the mirror you mentioned; it is not available at our home 
website http://genome.ucsc.edu/. As such, we can not offer advice on how 
to obtain specific data about that track. I recommend either contacting 
the authors of the manuscript you mentioned, or Adam Siepel at Cornell, 
who provides the mirror site: acs4 at cornell.edu.
