Here is some information on the BLAT PSL format:

  http://genome.ucsc.edu/goldenPath/help/hgTracksHelp.html#PSL

The first strand character (+) refers to the query,
the second (-) refers to the genome (or database target).

So in this case it means that the (not-reverse-complemented) query
was aligned to the reverse-complemented target database.
