You can download the snp129 table here:
ftp://hgdownload.cse.ucsc.edu/goldenPath/hg18/database/

You'll see snp129.sql and snp129.txt.gz, which are described in the 
README.txt as:

   - *.sql files: the MySQL commands used to create the tables.
     To see descriptions of the tables underlying Genome Browser annotation
     tracks, select the table in the Table Browser:
       http://genome.ucsc.edu/cgi-bin/hgTables?db=hg18
     and click the "describe table schema" button.  There is also a "view
     table schema" link on the configuration page for each track.

   - *.txt.gz files: the database tables in a tab-delimited format
     compressed with gzip.


You could also use the use Table Browser to retrieve this data. Click on 
"Tables" on the blue bar on the top of the main page. For clade, genome 
& assembly select mammal, human, Mar. 2006 (NCBI/hg18), and make the 
following additional selections:
group: Variation and Repeats
track: SNPs (129)
table: snp129
region: genome (or select "position" &  enter your location of interest)
output format: selected fields from primary and related tables

Click "get output". Select the "observed" (all observed alleles, 
separated by /'s), "strand", and perhaps the "refUCSC" (the reference 
allele) fields and any others you'd like to see as part of your results.

Browser" by scrolling down past the Table Browser form. It provides 
brief descriptions of the Table Browser controls. You can also see the
