Hi Abi,

The main issue here I believe is that this data is in the form of a 
wiggle file/track, and you're downloading it into a bed file, thus 
stripping some of the information out. I would recommend downloading the 
original data from our downloads page:

http://hgdownload.cse.ucsc.edu/downloads.html

The file(s) you want are here: 
http://hgdownload.cse.ucsc.edu/goldenPath/hg19/phastCons46way/placentalMammals/

You may also want to take a look at the information given about the data 
one directory up from there.
