Hi Hui, Which over.chain file are you referring to? In general, you can access these files from our downloads page: http://hgdownload.cse.ucsc.edu/downloads.html. As an example, click on 'Human', then 'Liftover files'. This will direct you here: http://hgdownload.cse.ucsc.edu/goldenPath/hg19/liftOver/, where you will find all over.chain files for hg19.
