This unfortunately did not help at all.  I also checked that ftp download from 
eg
ftp://hgdownload.cse.ucsc.edu/gbdb/apiMel1/

had similar speeds (~200kb/s, but other sites have ~90MB/s download speed) on 
the slow UCSC machine and the fastUCSC machine.
