OK, I discovered a possible bug related to my problem below. Whenever I
enable the speakup_soft module as built in to the kernel, it doesn't
creat the softsynth device during boot. Compiling it as an external
module and configuring it to be loaded automatically works fine.

older kernel, however I made sure to enter the device drivers/staging
drivers and select the speakup core and soft_synth options. I made both
built-in to the kernel. Do you have any hint what's happening?
