Likely broken on several counts not yet known to me. Having made the efi partition and mounted it inside /mnt/gentoo/efi when I tried to install linux-firmware emerge assumed no such partition existed. I probably missed something in the handbook to account for this failure. All the kernel stuff installed after that failed in the same way. /etc/init.d/espeakup.conf did not exist after espeakup was installed. Also /etc/conf.d/alsasound didn't exist after installing alsa-utils. I used web-rsync to download the snapshot and that surprisingly actually worked.
