licenses: add Sustainable Use License 1.0 [Sustainable-Use-1.0]

Used by games-engines/devilutionx since 1.5.0:

Doesn't seems to have an SPDX identifier so avoiding making a short identifier.

Non-commercial so definitely not a @FREE license nor a
@BINARY-REDISTRIBUTABLE license as redistribution must be done
free of charge.
