general-concepts/mirrors: update info about mirror://gentoo

 - add a clearer note about chmod'ing your distfile,
 - make it very clear that d.g.o:/space/distfiles-local is not
   accessible anymore, and show the current way of hosting your own
   distfiles,
 - wrap the document source at 80 chars.
