dev-util/mingw64-runtime: drop 11.0.1

Kept this version for a while due to an issue when using
gcc-14+runtime-12+perl but "believe" this been resolved
with gcc-14.2.0.

Feel free to file a bug if still need 11.0.1, can be restored
if needed.
