There are at least 4 bugs on this matter, and I've recived countless other emails of people that haven't search bugzilla before contacting somebody else. You will see that upstream changed the contents of the file, and all you have to do is emerge sync, delete the file if you have it already in your distfiles, and try to emerge qmail again.
