maintainer-needed isn't a herd, it's an alias. On the same subject, no-herd isn't legal in metadata.xml either. Both of these are metastructure policy matters, so changing them requires a GLEP. A GLEP probably wouldn't be a bad idea, either... The way the tree is maintained has changed considerably over the past few years.
