That is imo a key feature: Get contributions back to the users easily

It doe snot need to be the portage-tree .. but an official
user-overlay or contrib-overlay would definitely help to get a lot of
people involved.

Other projects are providing similar infrastructure with very good
results, see the Arch User Repository for example:
http://aur.archlinux.org

It would be great to have something like that available for gentoo-users.
