The latter is impossible. Repoman has no way to figure out if PYTHON_USEDEP is necessary. You have to keep in mind that PYTHON_USEDEP does _not_ apply to every python dependency. If your application just runs a python script of another application, then it might not care under which implementation that is executed. If it's about importing modules, then we always need PYTHON_USEDEP.
