Wireshark doesn't have a dep of libbtbb.... Are you asking about
libbtbb's dep on wireshark?  If so then YES, it must be rebuilt every
version because as far as I know the directory that plugins are loaded
in is versioned so even if the built files would work, they are now in
the wrong place.
