For exampled, I've checked two packages that had this problem two years ago and one package unconditionally depends on libmount (pam_mount) while another just avoids touch mtab if it's not writable and works anyway (cifs-utils). Both packages with required changes are in Gentoo's stable tree :) -- Peter.
