It is included in: http://dev.gentoo.org/~titanofold/postgresql-initscript-2.6.tbz2 It doesn't says who the author is; but he or she was the one deciding to wait five minutes (TimeoutSec=300) for the server to stop (and also to disable the OOM killer: OOMScoreAdjust=-1000).
