It already does this for the "read" action. For the "list" action,
behaviour is modeled on mail readers, most of which truncate titles
when necessary.

Actually, we could loosen the requirements for news items in the
gentoo repository (since the repository name is not displayed for
these) and allow up to 56 characters in the title.

On the other hand, shortening the title to be within the 44 char limit
made them more concise and therefore was an improvement in most cases.
