As that redirects to the longer form I don't see a problem with allowing
that.
Note that the short form does not allow for referencing individual
comments, because
https://bugs.gentoo.org/333531#c4
redirects to
https://bugs.gentoo.org/show_bug.cgi?id=333531
and not
https://bugs.gentoo.org/show_bug.cgi?id=333531#c4
