I guess you'll need to ask to the original bugreporter :)

I would say something like

1. Introduction
   - What is USB
   - USB support in Linux (kernel, userland applications)
   - What USB devices this document will talk about
2. USB Storage devices
   - Kernel configuration
   - Hotplug/Coldplug
   - Whatever utils you might think of that have anything to do with USB
     storage
3. USB HID
4. USB Printers
5. USB Scanner
6. ...

The reason I would use separate chapters for each type of USB device is
because otherwise it would become a mess (Kernel configuration for one
differs from the other and userland configuration is totally different).
