Yes. The "core" building system uses Catalyst, which uses Portage to
compile and set up packages.

Yes. The standard core uses uclibc so the application must be able to
compile/run with uclibc as the libc. Merging packages with a lot of deps
will probably kill the lightweight of the core, but I see no other problems.

By modifying the main image. You edit the specs/packages.conf and add
qmail to the list, then you should edit livecd.conf to rcadd qmail so
that it runs at startup.
