[gentoo-embedded] /lib/libgcc_s.so.1 does not belong to any package?

A "qfile /lib/libgcc_s.so.1" does not list any package,
should it not belong to sys-devel/gcc ?

It kind of messes up things like
  qlist --quiet --all ${TARGET} > /tmp/${TARGET}/cross-tools
then libgcc_s isn't included
