When syncing from the master portage server
(rsync://rsync1.us.gentoo.org/gentoo-portage), sometimes the
metadata/timestamp.chk gets deleted. Here's an excerpt from our rsync logs:

Since we're using the rsync flag "--delete" I'm guessing that this
basically means that the file didn't exist on the master server at the
time of syncing.

Why is that? Should we start testing for the existence of this file
before syncing?

I've been seeing this too on my personal server that syncs from rsync1.us. Yes, we need to fix it. But we don't know what it is yet. =/
