[gentoo-mirrors] rsync21.us ip address change

Hello,

Could somebody please change the IP address of rsync21.us.gentoo.org to 
128.104.70.13? The old portage mirror suffered a hardware failure and now 
128.104.70.13 (gentoo.chem.wisc.edu) serves both source and portage.
