User specific will be for sure ~/Library.  I guess /Library is for apps,
while /System/Library is for system components (duh).  Looking into the
dirs, it makes sense somehow.  Anything in /System you shouldn't touch,
IMHO.  Probably someone else knows it better than me.  Please enlighten
us.
