That 'UnboundLocalError' is a bug in prefix and trunk (fixed also).

That said, I'm wondering what perms/privs you're running as.  The 
port_logdir perm resets shouldn't be failing unless you're running as 
non root and trying to have it modify a dir it lacks privs to...
