Is the web server containing PHPMyAdmin running on the same box as your MySQL? If not, you will have to enable you're MySQL to be accessed remotely. Not sure off the top of my head how to do this, but it's not hard to find out on the Gentoo Forums. Sorry I don't have web access right now...
